2026年6月17日，国新办新闻发布会宣布：2026世界人工智能大会暨人工智能全球治理高级别会议将于今年7月在上海举办。

时机耐人寻味。恰在此时，Anthropic公开呼吁全球AI实验室放缓研发速度；恰在此时，GPT-5.6、Claude Opus 4.8、Gemini 3.5密集发布，AI能力进化速度前所未有。一场关于AI如何被治理的对话，就在这样的背景下到来。

为什么这次大会不一样

WAIC已举办多届，但2026年的这一届有不同的分量：

第一，AI能力已经跨越了某个门槛。

Why This Particular Moment

June 2026 is arguably the most consequential month in AI history. Claude Opus 4.8 hits 69.2% on SWE-bench Pro, meaning AI agents are now resolving nearly 70% of real-world engineering bugs autonomously. GPT-5.5 became the default experience for ChatGPT’s billion users. Gemini 3.5 Flash redefined cost expectations. And Anthropic publicly called for the entire industry to slow down, citing a 60% probability of AI recursive self-improvement by 2028.

This is the context in which WAIC 2026 arrives. The question has shifted from “what can AI do?” to “what should AI be allowed to do, and who decides?”

China’s Position Has Changed

DeepSeek V4 achieves reasoning at 1/30th the cost of GPT-5, making advanced AI accessible to markets that couldn’t afford OpenAI prices.
